Goodness Tink, these neighbors give you more problems! I can't believe you have to pay to drop an animal off at the shelter. Never heard that one before. I'd be worried this dog isn't up on his shots and could possibly pass something on to yours. Maybe a neighboring county shelter will take it for free.
