Since we're so far south we rarely see snow, but sometimes it does get cold enough to keep the rain frozen.

Clouds are masses of frozen evaporated air, when it gets too heavy it rains and the ice thaws as it falls due to friction with the air and the increase in temperature as it gets closer to the ground. In the case of our ice storms it's too cold for the ice to thaw as it falls so it remains solid when it hits the ground, kinda like superficial hail. When it first hits the ground it looks a bit like snow, but as the hours go by the ice particles melt enough to form one huge sheet of ice that covers everything. As it continues to fall the other particles melt into the existing sheet of ice, and you get what you see in those pictures.
