We didn't have a party with kids when my kids were really little. We had grandmas and grandpas, aunts and uncles.

Judy's ideas are good ones!! We had parties like Diana mentions until our girls were about pre-K. Then we started the children's parties. For gift bags for this age, I'd just get some very small stuffed animals and maybe an appropriate snack like animal crackers or something.
Hope this helps!!!

...and cousins! Lots of cousins. I have 8 mm reels of film of some of our birthday parties. The grown-ups drank and ate peanuts. They would put on some music and the kids would dance; what we now call fondly "the jump-around." Back then, it was "children should be seen and not heard." We loved it. When a grown-up talked to you, it was interfering with play time, and always carried the danger that you could get in trouble for something.
